LS Rail is joint venture between Leighton Contractors and Swietelsky Austria Gmbh, one of Europe’s largest rail contractors specialising in major mechanised rail maintenance plant and equipment operation – responsible for the development and delivery of major project opportunities and business relationships within the rail sector. Particular focus was the initiation and management of the LS Rail to build this enabling capability for the National Rail Group. Accountable for the submission of Expressions of Interest, Request for Proposals and tenders for the LS Rail operations for identified opportunities.

Accountable for bottom line budget result for the LS Rail operation, for staff engagement as well as staff development within the team and for the performance of the team within the overall context of Leighton Contractors safety, environment, quality and health policies.


Business Development Manager                                                                                                               2008 – 2011

Accountable to lead the identification, management and prosecution of external opportunities within a commercially robust framework, in consultation with business managers. Establish and manage an opportunities database and ensure processes are in place to register and monitor all external and internal opportunities to ensure appropriate planning is undertaken to capitalise on the opportunities. Lead the development and administration of tender management procedures and protocols to ensure appropriate governance and executive control. Manage the delivery of bids in co-operation with business managers ensuring resource capacity is available to successfully prosecute identified opportunities and ensure appropriate processes are in place to liaise with business managers to remain abreast of resource requirements to support the bids.

Operations Manager                                                                                                               2000 – 2008

Responsible for the operational outcomes of the total QR rail network for rail major mechanised and routine maintenance activities for staff levels of 450 to 1200 with annual budget of $150m to $300m. Staff engagement as well as staff development within the team, performance of the team within the overall context of QR’s safety, environment, quality and health policies. Compliance with all governance procedures within QR including all necessary reporting needs, take on Project Director roles for major contract works. During this period this included tender submissions for rail maintenance tender of the New Zealand rail network with Leighton Contractors, rail expansions in Sydney rail network with Bovis Lend Lease and 80km Perth Mandurah rail line in Perth for the Public Transport Authority.
