Howard has over twenty years’ experience as a professional civil engineer and civil asset manager. He has worked for rail network owners and asset managers in both NSW and Queensland.
Howard has been responsible for undertaking comprehensive engineering inspections of the rail network and providing engineering inspections and reports for civil rail assets.

Project Manager 2013 – 2014
Responsible for managing all the civil engineering design functions for the SEQ (Brisbane) division of Queensland Rail. This included track alignment and turnout design, structural design and drafting, capital works program development and reliability centered maintenance. He led a team of twenty engineering and technical professionals. With limited internal resources to meet the work demands this role also relied heavily on engaging external consulting engineering expertise.
Civil Reliability Engineering Manager 2010 – 2013
Responsible for managing all the engineering functions around the civil rail infrastructure maintenance and renewal in South East Queensland. This included asset strategies, developing performance based asset standards, providing field engineering support, managing multi-million dollar asset renewal projects and coordinating technical design. The task required detailed application of Risk Management processes in the identification and management of risks impacting the network.
Various Roles 2002 – 2010
Employed in various strategic management roles with QR Network, an independent business division of Queensland Rail Ltd.
Initially managed state wide issues like the maintenance alliance agreement and resleepering strategies for the rail network. This included the central Queensland coal, Brisbane passenger and regional freight networks. Implemented safety, reliability and maintenance planning initiatives and prepared advice for government.
Responsible for coordinating the engineering resources to design and deliver the coal master plan projects. These multi discipline resources included internal QR resources, external consultants and contractors and alliance partners.
Led the network planning team in developing the 2008, 2009 and draft 2010 coal master plans. This involved extensive liaison with the coal mining industry, port operators and rail operators. My team assessed the rail capacity required to meet industry demand and developed the rail network solutions. Worked closely with the ports expanding at Dalrymple Bay, Wiggins Island and Hay Point. My team has also provided capacity analysis support to the port and rail expansion at Abbot Point.
Information Systems Consultant 1998 – 2002
Consulting with clients to understand their needs, developing database applications and implementing the systems, including training. During this time I developed and supported systems for asset tracking, student management and membership tracking. These were developed with Microsoft Access and SQL Server.
