The CSELR Project involves the construction of
12km’s of new track including 20 new stops, a stabling
facility at Randwick and a new maintenance facility at
Rozelle. The CSELR will allow passengers to travel on
a dedicated Light Rail Line from the major transport
interchanges at Randwick (via Alison Road) and Kingsford (via Anzac Parade), past key
sporting facilities at Moore Park and Randwick Racecourse and then into Central and the
CBD (via George St) to Circular Quay. Construction of the CSELR will commence with an
Early Works Contract starting onsite in Q3, with major works (under a PPP arrangement)
starting onsite Q2 2015.
Rail Planning Services provided Project Management Services to assist the “Delivery
Team” through the design development and contractor procurement phases (in particular
the PPP works). The service included development of staging plans, scope development,
program reviews, contract documentation, tender support, management of the project
team, stakeholder negotiations including coordination with RMS, TMC and CoS.
Other services included was the provision of a Senior Project Manager who reported to the
Deputy Project Director and assisted in the day to day management of the Delivery Team
(15 off). This included ongoing coordination with other project teams (Engineering, Shadow
Operations, Property, Commercial, Communications, Planning, and the Executive Team).
Our experience in heavy rail combined with our never-ending pursuit of outcomes and
stakeholder management has assisted the Delivery Team with developing a delivery
strategy that is practical and achievable. RPS has been instrumental in negotiating the
road closures and configuration constraints which will provide certainty to the PPP to stage
and deliver the works.
