Parramatta Light Rail Stage 1
Stage 1 of Parramatta Light Rail will connect Westmead to Carlingford via Parramatta CBD over a 12-kilometre route with 16 stops. It will link Parramatta’s booming CBD with new communities, local jobs, schools, hospitals, and the region’s growing recreation and entertainment precincts. The project involves the construction of new bridges over the Parramatta River and James Ruse Drive, conversion of the existing Carlingford rail line from heavy rail to light rail, including duplication of the line. Church Street will be closed to vehicle traffic south of Victoria Road, which will require detailed traffic management during construction to ensure disruption is minimised to both traffic and local businesses.
Transport for NSW (TfNSW)
Rail Planning Services has been engaged by TfNSW to review and refine the construction method and construction traffic requirements along the entire PLR alignment to enable the definition of the project requirements and interfaces. This review will include the development of the proposed construction methods for Parramatta Light Rail and will assist TfNSW in the preparation of the Enabling and Main Works contract and associated tender documents.
This input provides advice to the PLR Project Team on acceptable criteria to be included in the staging strategy and Scope Performance Requirements for both the Main and Enabling Works. This detail will ensure a robust and well-defined construction, ensuring traffic requirements are provided to contractors tendering the project and ultimately the contractors delivering the works.
Rail Planning Services has valuable experience in the development and delivery of light rail projects and has passed this knowledge and lessons learned onto the TfNSW project team for PLR Stage 1. We have provided practical and achievable input on proposed construction staging and traffic constraints during the constructability assessment activities to the PLR project.
One element of work required a review of the construction methodology and staging for the light rail construction works along Hawkesbury Road works outside Westmead Hospital. These works involve a detailed interface with ongoing construction works at the hospital. The understanding and managing of this interface will ensure the successful completion of both the hospital and light rail projects. Rail Planning Services has provided initial staging and traffic constraints for both the hospital and light rail works to ensure critical alignment of both projects. TfNSW subsequently requested Rail Planning Services to revisit the staging and traffic constraints for the works along Hawkesbury Road as the scope split between the hospital and light rail works had changed. We have been able to update the documentation to define the updated interfaces, staging and constraints to the satisfaction of both clients: TfNSW and HAC.
